While some businesses say they started having issues with the mail as early as December, the widespread delays began in February when the United State Postal Service opened the Atlanta Regional Processing and Distribution Center in Palmetto, closing 10 smaller distribution offices in the region that were replaced by the one, huge center.
The change included relocating nearly 10,000 employees and constituted a very major change in the way mail travels through the region.
