The state of Georgia requires that all communities have a Comprehensive Plan in place. The River Valley Regional Commission is responsible for meeting with elected officials and members of the communities to develop the plans. The Georgia Department of Community Affairs oversees these plans, which are updated every five years using new census data to determine current needs and opportunities.
